Shpilman Andrey
Alexander Vladimirovich Shpilman was born on August 24, 1962 in Orenburg to a family of geologists.
In 1984 he graduated from Gubkin Moscow Institute of Petrochemical and Gas Industry with a degree in Geophysical Methods of Prospecting and Exploration of Mineral Deposits. Qualification - mining engineer-geophysicist.

After graduation in 1984 he worked in Yuzhno-Sakhalinsk in the trust "Dalmorneftegazgeofizrazvedka" of VMNPO "Soyuzmorgeo".

Since March 1994 he worked in Tyumen and Khanty-Mansiysk in the "Scientific and Analytical Center for the rational use of subsoil named after V. Shpilman". He was head of the laboratory, head of the department, deputy director for regional studies, and first deputy director. From December 2005 to March 2020 - Director of the Center.
Andrey Vladimirovich Shpilman was born on July 09, 1965.

In 1988 graduated from Gubkin Moscow Institute of Petrochemical and Gas Industry. Graduated from Gubkin Moscow Institute of Petrochemical and Gas Industry with a degree in Geophysical Methods of Prospecting and Exploration of Mineral Deposits.

During his work in the Yamal expedition of the geophysical information processing from 1988 to 1993 he was engaged in developing kinematic seismic data interpretation systems, processing geophysical information and introducing new software products into the Yamal expedition for geophysical information processing.
Since April 2020 he has been working as the first Director of Shpilman Brothers LLC.
In 2002 A.Shpilman defended his PhD thesis on "Computer complex of oil and gas content forecasting and probabilistic assessment of oil and gas reserves and resources".

A. Shpilman is a member of the Central Expert Commission for Quantitative Oil and Gas Resources Assessment of the Federal Subsurface Management Agency (FSEM). Quantitative estimates of initial total and inferred hydrocarbon resources in Khanty-Mansi Autonomous Area – Yugra, performed under his supervision in 2000-2004 and 2010-2012 within the Russian Ministry of Natural Resources' activities on the reestimation of hydrocarbon resources in Russia, were highly appraised by CERC.

He made a significant contribution to the formation of the subsoil licensing system in Khanty-Mansi Autonomous Area – Yugra. On the eve of cancellation of IMSB rates, he developed a concept for prospecting the unallocated subsoil fund at the expense of subsoil users' own funds, which was approved by the Government of the Autonomous Okrug. On its basis programs of subsoil licensing in 2003-2005 and 2006-2007 were developed and implemented.

In 2008 the Energy Strategy of Khanty-Mansi Autonomous Area – Yugra until 2030 was developed under the guidance of A.Shpilman. It is based on thorough analysis of hydrocarbon resource base condition, assessment of exploited, planned and prospective facilities development, analysis of oil field development state, definition of strategic indicators of different scenarios of the Autonomous Okrug's oil industry development. Production forecast to 2020 has been confirmed with high accuracy. Author of more than 50 published works.

Associate professor at Tyumen Industrial University, reading the course "Reserves Estimation and Resource Assessment of Oil, Gas and Condensate".
Accredited Expert and board member of the Eurasian Union of Subsoil Use Experts (ESON), Expert in the PWG of the United Nations Economic Commission for Europe's Expert Council on Resource Management. (EGRM UN).
OGRC SPE expert since 2018
In 1993 he moved to Tyumen to work in the scientific and analytical center of the Siberian Oil Corporation, where he was engaged in the development and implementation of geoinformation systems for oil asset management.

In 1997, at the Siberian Scientific and Analytical Center, he continued to develop and implement geoinformation systems for oil asset management, and developed information systems for the territorial data bank of the Yamal-Nenets Autonomous Area and led the work on the development of geoinformation direction.

Andrey Shpilman was appointed head of the West Siberian territorial department of the Eurasian Union of Subsoil Use Experts (EUSU).

In 2003, he joined SibGeoProject LLC as the general director. He supervised the development of "Subsoil Use Monitoring System" in a number of oil companies (TNK-BP, Lukoil, Rosneft, RussNeft, Gazpromneft). He led the work on the creation of a system for monitoring hydrocarbon license agreements, for which he received a commendation from Rosprirodnadzor, also for this development he was awarded a commendation from the Ministry of Natural Resources of the Russian Federation.
In 2018, by the Resolution of the Governor of the Tyumen region he was awarded the honorary title "Honorary Geologist of the Tyumen region".

During the period of work SibGeoProject LLC has about 30 publications in scientific and industry publications ("Oil Industry", "Markscheider Vestnik", ArcReview, etc.).
